【Kyoto City Hall History】

Kyoto City Hall (京都市役所) consists of the main building (east and west wings), the west building, and the north building (central, east and west wings). The main building (本庁舎) was designed by Takeda Goichi and Nakano Shinichi, and the east wing (東館) was completed in 1927 and the west wing (西館) in 1931. The current main building is the third generation building. The west building (西庁舎) was completed in 1931, and the fourth floor extension was added in 1966. The west wing (西棟) of the north building (北庁舎) was completed in 1931, the central wing (中央棟) in 1964, and the east wing (東棟) in 1974. The redevelopment of the west building was completed in March 2019. The main building is a four-story RC structure with one basement level, and the east and west wings are symmetrical. The main building is said to be the oldest city hall in an ordinance-designated city. The west building is a four-story RC structure with two basement levels. In the north building, the central and west wings are a five-story RC structure with one basement level and the east wing is an eight-story SRC structure with two basement levels. Kyoto City Hall has a rooftop garden where visitors can enjoy the changing flowers and plants of the four seasons. On holidays, events are sometimes held in the square in front of City Hall. The city of Kyoto was founded in 1889, and the City Office was established within the Kyoto Prefectural Government in 1893, followed by the opening of the Kyoto City Hall in 1898.
The City Council Hall are located in the middle of the second floor of the main building, which was completed in 1927. The City Council Hall has stained glass windows with geometric patterns on the ceiling and arches in the front that are influenced by Indian architecture. The walls are decorated using a traditional method called “donsu-bari”, in which the fabric is stretched on the walls as it is, without paper or other backing.

【Kyoto City Hall Highlights (May be undisclosed)】

★In the main building, the east wing was completed in 1927 and the west wing in 1931. The main building is said to be the oldest city hall in an ordinance-designated city. The main building is constructed in the traditional European style called “neo-baroque skeleton”. The entrance is located in the center of the front facade, and the building is almost symmetrical. Although the building itself incorporates Western architectural styles, the details use Eastern-style motifs. Upon entering the main building, visitors will see “Stained Glass Windows” depicting Kyoto’s seasonal events and customs in front of the building, “Lacquered Elevator Doors” decorated with lacquer and maki-e lacquer used for Kyoto’s traditional industrial products on the left, and a “Monument Clock” featuring 15 different traditional Kyoto industrial technologies and techniques on the opposite side of the elevator.

【Events (confirmation required)】

★Kujitori-shiki (くじ取り式) of Gion Matsuri is held every year on July 2nd at the City Council Hall. If you apply by return postcard and win, you will be able to observe Kujitori-shiki from a general audience seat. Kujitori-shiki has been held since around 1500 during the Muromachi period (1333-1573), and used to be held at Rokkaku-do (Choho-ji Temple), but since 1953 it has been held at the City Council Hall.

【Recommended Walking Route】

The recommended walking route from Kyoto City Hall is to Nishiki Market (Nishiki Ichi Market) via Honno-ji Temple and Yata-dera Temple. Nishiki Ichi Market has about 130 shops, including shops selling fresh foods such as fish and vegetables, and processed foods such as dried foods, pickles, and obanzai.
